Historic Uptown Updates

Treasurers Update

We reviewed this year’s expense and earnings. We are excited to report that
our bakery sales at the Summer Farmer’s Market in Acacia Park helped us
raise $600 to put toward new street signs for the neighborhood.

  • We met with traffic engineering and discussed placement of initial signs.
  • We will update the webpage of all intersections with price and remaining
    ones to be funded.
  • Need to discuss with Middle Shooks Run Neighborbood Association on signage for the east side of Wahsatch since our boundaries overlap.
  • Historic Uptown responded to the Palmer rezone request. ZONE-25-0026, SUBD-25-0076, LUPL-25-0012 due July 29th. We communicated our concerns about:
    • Rezoning from R-1/R-5 to FBZ-T2A. Rezoning is not necessary since D11
      does not need to follow local zoning codes.
    • Vacation of Boulder St. Closing Boulder limits access to I-25.
    • Destruction and Removal of the Historic Homes in the Weber-Wahsatch
      Historic District. These homes buffer the neighborhood from noise and
      light pollution created by the sports fields. Otherwise, they have to create
      noise and light pollution buffer zones for the neighborhood.
    • Removing 250 parking spots with future phases. We asked the
      City to establish and enforce permitted parking to protected surrounding
      neighborhoods. And for D-11 to plan to not use the neighborhoods.
  • Downtown Review Board meeting recommended approval of all Palmer application requests.
    • Dianne’s notes
    • Lighting, noise, parking, electronic boards
    • The board was talking about conditions on closing of Boulder.
    • Pedestrian access through the campus
    • Pedestrian safety around the campus
    • Use of the historic homes – keep them around for affordable housing
      until phase 2 is funded.
    • Revokable permit of Boulder instead of vacation.
    • Draft conditions for the vacation of Boulder working with Middle Shooks Run Neighborhood Association.
    • Draft wording for parking.
    • Research and develop a document to city to consider revokable
      permit.
    • Email to the HPB. We should review and send with support of
      the board.
    • Prepare for the Planning Commission. Find people to give the
      presenter more time. And, have multiple speakers.
    • Demolishing the homes – what is going to happen to the
      historic contents and document. Mariah will own this. Cheryl
      will set up the meeting with Tim and Mike.
    • Individuals who remodel can remove items.
    • We identify in advance what needs to be preserved and how it
      is preserved.

Meeting with Jessica Thompson. Dianne and Cheryl met with Jessica Thompson who is in charge of the Master Plan update. We have concerns about:

  • Lack of integration of HistoricCOS.
  • Unlimited building heights. The Downtown Partnership doesn’t feel its
    their role to limit heights. City Council wanted them to have a robust
    process for building heights.
  • What do they mean about investment of North Downtown. DTP indicated
    north of Colorado Ave.

Upcoming Events

  • Annual meeting – Feb 25th @6:00 at the McAllister House Carriage House.
  • Skate Fest – Contact CC to gauge interest.
  • 2026 Summer Market – Great way to engage with the neighborhood.
  • Possible Neighborhood Happy Hours.
  • Rescheduling the board meeting to the 7th of January since the meeting was on New Years day.
