July 10, 2025 Board Meeting
During the July 10, 2025 board meeting, Historic Uptown discussed transitioning to GiveButter for donations and plans for street signs and responses to local developments. The neighborhood plans to engage in the Downtown Master Plan and address public comments in PlanCOS updates, while also welcoming new board member Nina Ramey.

Historic Uptown Updates
- Using GiveButter instead of PayPal for donations?
- We decided to move to GiveButter to offer more donating options.
- Two campaigns are set up: General Fundraising and Street Sign Fundraiser
- Setup pending Cheryl setting up the Payout account.
- Street Signs
- We are in the processing of creating an image and hope to include prototypes in our September 2025 newsletter.
- Palmer High School is proposing demolishing 3 Weber-Wahsatch National Historic buildings.
- Historic Uptown will be writing a response to the Palmer rezone request ZONE-25-0026, SUBD-25-0076, LUPL-25-0012 by July 29, 2025.
- Downtown Master Plan update – Historic Uptown Section, Downtown Development Authority?
- We are asking if Historic Uptown will have a section in the Master Plan since the Downtown Development Authority overlaps a portion of our neighborhood.
- VisitCOS
- We gave feedback on Historic Uptown content and sent pictures of the neighborhood.
- Downtown Review Board Position
- Historic Uptown expressed interest in the next rotation. One neighborhood position is shared currently by MSR, and Mill Street.
- Historic Uptown asked the City Planning department to include us as participating members of this neighborhood position. Currently, Historic Uptown cannot be in the rotation.
- We have a new board member. Welcome Nina Ramey!
Historic Neighborhood Partnership Updates
- Public comment at Council
- PlanCOS update (specifically the neighborhood map)
- Historic Neighborhood Partnership asked that PlanCOS be updated to include specific neighborhoods. Historic Uptown is not included in the neighborhood map. We are included in the umbrella area called “Downtown”.
- Historic Preservation process improvements, fee restructure, ordinance – August
- Historic Neighborhood Partnership will start engaging with planning to improve the HP-O process.
- Tax Credits Meetings with Agencies – Silver Key, Pikes Peak Housing Network, and others
- Historic Neighborhood Partnership is meeting with agencies to see if Historic Partnership can be extended to different historic neighborhoods to allow tax credits for residents staying in place.
