November 14, 2024 Board Meeting
The November 14, 2024 Board Meeting discussed updates for Historic Uptown, including a rezoning application for the Parkside Historic District and a walking tour attended by 20 participants. Future events include an annual meeting on February 26, 2025, and a public meeting on the Accessory Dwelling Unit Ordinance scheduled for November 20, 2024.

Historic Uptown Updates

Parkside Historic District Rezoning Application
- City planning emailed Historic Uptown the Parkside Historic District Historic Preservation Overlay (HP-O) Planning Review memo on October 8, 2024.
- We responded to the memo on October 20, 2024, and will be meeting with City Planning on November 20, 2024, to discuss next steps.
- The review recommended a Neighborhood Meeting on the Historic Preservation Overlay (HP-O). The Neighborhood Meeting will consist of all owners that are located within the Applicant’s desired district area, representatives from Historic Preservation Alliance (HPA), and Old North End Historic District. The tentative meeting date is Wednesday, January 15, 2024, at 6:30 p.m.
Historic Uptown Street Signs
We’re still looking for creative street sign designs to represent Historic Uptown! Feel free to email your ideas or prototypes to info@historicuptown.org and help beautify our neighborhood.

Weber-Wahsatch South Walking Tour
(Monument St to Cheyenne Ave)
- The Weber-Wahsatch Historic District South Walking Tour was held on November 10, 2024.
- 20 people attended braving snow-covered sidewalks to learn about one of Colorado Springs’ most cherished Nationally Registered Historic Districts.
- This is the first of five Weber-Wahsatch walking tours. The next one will be held Spring 2025 so stay tuned!
Annual Meeting
- The Historic Uptown Annual Meeting is scheduled for Wednesday, February 26, 2025, from 6:00-7:30 PM.
- Details will be coming soon!
Historic Neighborhood Partnership Updates
- Colorado Springs Creek Plan: Historic Neighborhood Partnership hosted Chris Lieber and Jan Martin to discuss the Colorado Springs Creek Plan. Chris and Jan provided an executive overview of the program, including supporting projects. It was a good exchange of information and questions.
- Accessory Dwelling Unit (ADU) Ordinance: A subcommittee of Historic Neighborhood Parternship is reviewing the proposed Colorado Springs Accessory Dwelling Unit Ordinance. Historic Neighborhood Partnership is meeting with City Planning to review specifics and will be consolidating questions and recommendations for future submission. There is a public meeting scheduled for Wednesday, November 20, 2024 to review the ordinance and provide feedback. There is an online survey and other hearings where the public is encouraged to provide input. City Planning expects to take the new ordinance to the Planning Commission the week of December 9 in the regular session. Historic Neighborhood Partnership welcomes Historic Neighborhood Partnership neighborhoods and members to send feedback to hnpcos@gmail.com.
- Building Heights: Historic Neighborhood Partnership provided recommendations for citizens engagement in the update of the 2024 Downtown Master Plan and Development Plan. We are working with the Downtown Partnership, Downtown Development Authority, and City Planning on the details. City Council is expecting to review the One Vela urban renewal request in January, which is the first high-rise to be higher than the current cityscape at 27 stories. We continue to impress upon city leadership the ask for citizens to have a voice on this issue for we believe the cityscape is a shared community value. Please speak up with your city representatives if you have an opinion on this matter.
- CONO: Several Historic Neighborhood Partnership members met with the Interim Director of CONO to understand the revised focus and how CONO is shifting to supporting neighborhoods while continuing with the training and education.
