Historic Uptown Updates

  • Traffic Safety Working Group Meeting #3: The newsletter did a good job of summarizing the decisions made in our last meeting.
    • Olsson is putting together a plan for parking restrictions on Nevada.
    • The City is completing some additional analysis specific to bicycle and pedestrian crashes to identify any needed safety improvements.
    • The City is still evaluating the best way to approach a Wahsatch road diet. No decisions have been made yet.
  • Pikes Peak Preservation Forum V: May 10 from 8:30 a.m. – 12:00 p.m. Registration required.
  • Neighborhood Street Signs – We’re still waiting for Traffic engineering to get pricing for irregular shapes. The east side of Wahsatch is in both the Mid-Shooks Run and Historic Uptown neighborhoods. This needs to be resolved before installing street signs.
  • Neighborhood Monuments – Recommend putting the Weber/Wahsatch Historic District on the Wahsatch monuments due to the neighborhood overlap. Due to lack of funding, this is put on hold.
  • Colorado College Meeting on April 23rd: We will discuss the summer party on July 27th. If there is no CC involvement, we may plan a much smaller party due to lack of planning volunteers.
  • Business Neighbor Request: A business in the neighborhood asked what we could do for them. Historic Uptown will reach out to businesses in the neighborhood (Cheryl and Mariah?). Possible ideas are:
    • Discuss becoming a sponsor.
    • Coupons we can place in our newsletter to give visibility to the business and benefit neighbors.
    • Possibly have a web page of businesses in our neighborhood.
  • Parkside Historic Preservation Overlay update
    • Historic Uptown President introduced the Parkside District to the Historic Preservation Board at their March monthly meeting. In this meeting Bill Gray, from city planning, requested we have a pre-application meeting before moving forward with the Historic Preservation board.
    • We have a pre-application meeting scheduled on 4/18 to discuss initial steps.
    • We are waiting for Peter Wysocki to schedule a time with City Council where we will introduce the Parkside HP-O effort.

  • City-Wide Historic Survey Plan
    • The City-wide survey plan is a “guidebook for the city on what to survey over the next 20 years for historic preservation purposes.”
    • The guidebook will have a prioritized listing of geographic areas or themes across the city to conduct future detailed survey work for historic preservation.
    • City request for help to obtain residential photos due April 26.
      • Historic Neighborhood Partnership reached out to 24 different neighborhoods and organizations to gather photos.
      • Collecting residential photographs that characterize the unique character of your neighborhoods. 
      • We have encouraged the City reach out to CONO for additional neighborhoods and areas across the City.
    • Historic Neighborhood Partnership needs help with supporting public meetings and identifying key stakeholders; help with and advice on the prioritization; and help with providing information and photos about our neighborhoods. 
  • Pikes Peak Preservation Forum V – 10 May
    • Remind folks to place on their calendar and get the word out to their neighborhoods.
  • Retool Code Scrub
    • Quarter 2 and 3 updates to PC/CC
    • No procedural changes; no large policy changes
    • Unintentional omissions, internal inconsistencies, clarifications, 
    • Historic Neighborhood Partnership reviewing notes and may provide input back to City Planning by end of month in April.
  • Downtown Building Heights
    • Historic Neighborhood Partnership is waiting to see the draft ordinance on downtown building heights. Once Historic Neighborhood Partnership sees that language, Historic Neighborhood Partnership will discuss what position, if any, to take regarding the issue.
  • Strategic Planning Update
    • Historic Neighborhood Partnership is part of the Housing Solutions Group
    • Historic Neighborhood Partnership provided general input and specific historic preservation input (Housing, Economic, Community)
    • The SPDWG is at the point of developing the recommendation report from the details we worked on over the past months.  Objective, goals, approaches, actions
    • Final submission is by next week.  Following that the effort we will focus on is community engagement and accountability management.  We will be done in June, although the City is seeking to have similar team be part of accountability management team.
  • Homeless Discussion 
    • Homelessness is part of Public Safety group in SPDWG. Beth Roalstad, from Homeward Pikes Peak serves those who desire to enter recovery, exit homelessness, and work toward a better version of themselves.
    • She has been the CEO of this non-profit for close to 7 years, doubling the program and support.
    • She expressed an interest in hearing from neighborhoods on the impact of homelessness and brainstorming ideas to reduce the impact & to help homeless. Thought ideas could potentially feed into the SPDWG work.
    • Historic Neighborhood Partnership is arranging a meeting with Beth, neighborhood leaders and potential our City Council representatives and other City reps to discuss this.

    • Multiple Historic Neighborhood Partnership Member neighborhoods are experiencing auditing and enforcement concerns.
    • Historic Neighborhood Partnership is pulling together data and facts to see the extent and magnitude of the concerns.
    • Following the data collection, Historic Neighborhood Partnership may write a proposal back to the City asking for more comprehensive auditing and enforcement. Such activities will not only benefit the city (e.g., revenues), but also the neighborhoods and residents.
