Historic Uptown Updates

Board Member: Cheryl

  • Board Members Elected:
    • Board members elected: Cheryl – President, Dianne – VP, Christy, Monica, Tam.
    • We are looking for new board members. Send email to info@historicuptown.org if you are interested in being on our board.
  • Historic Uptown’s Summer Party: The party will be on July 20. Details coming soon. Save the date.
  • Historic Uptown Traffic Safety Study: Traffic Safety Working Group Meeting was held on Friday, March 8, 2pm – 3pm.
    • Wahsatch – due to high speeds and lower traffic volume, this roadway can be ‘road dieted’ with little impact on throughput but would significantly lower the speeds. Historic Uptown asked the City to start the ‘road dieting’ public process to help make Wahsatch safer. The city is also evaluating reducing the speed limit.
    • Nevada – to reduce broadside crashes, the city recommends restricting parking 75 feet from some of the unsignalized intersections experiencing higher than normal crashes. The City will talk to owners in the area to discuss impact of losing parking spaces.
    • Install signal backplates and add additional signal heads to reduce broadside crashes at some signaled intersections.
  • Neighborhood Street Signs – Traffic engineering has samples for viewing in their office. Cheryl and Dianne are going to visit to see the designs in person.
    • The historic uptown street sign if you’re interested in looking at it. It’s 4’ x 9”.
    • Cheryl was wondering why it looks so large and then she noticed some of the downtown signs have a logo next to the street name which makes it quite long.
    • Our sign would be on top of the green signs. We will need to discuss color. Todd said he didn’t want us to use green because people might think it’s the street name, but most primary colors are available. Thoughts?
    • We should also decide the final color for the logo. The actual statue is more bronze than tan. We will also need a much higher resolution picture to put on the sign. The picture currently on the sign is grainy because I sent Todd our logo. The picture is glued on to the sign. We could also try to make it cut out like the lettering, but the logo would be more 2-dimensional. Thoughts?
  • Colorado College Meeting: Cheryl, Dianne, Monica, and Mariah met with Cathy Buckley, Director of CC Campus Safety and Emergency Management, on March 8, 2024.
    • Key Highlights:
      • CC will be holding a “live drill” in March, around the 17th or 24th. This will be held around Dale and Tejon. The exercise will involve a make-believe package/bomb to help facilitate the “live drill” and afford the staff a practice emergency.
      • CC may be going forward into the hockey playoffs. That will be determined with this weekend’s games. If the team does progress forward, there will be hockey games the same weekend as the City’s St. Patrick’s Day parade. Heads up to neighborhood.
      • There was some discussion around the combined CC/Uptown neighborhood gathering tentatively planned for 20 July. This conversation was put on hold until the next meeting with Amber Brannigan.
      • CC is conducting a Space Utilization Study across the CC campus. Largely they are determining which aspects of the College best fit where (which building). Uptown asked if this assessment would be part of the CC Master Plan. Uptown would like to discuss the results of this study, if possible, including the new Science building plan. This question was referred to Amber.
      • There was discussion about the need to have document/map that clearly shows CC Students where they can vs. cannot park in the neighborhood. There is nothing on the CC website that clearly shows this. CC committed to updating the map to show the distinctions. Uptown took the action to identify block-by-block the restricted parking.
      • There also was discussion about parking violations during the hockey games. It was articulated that some individuals are told by CC that they cannot enforce parking, articulating “your parking issues is not on campus, can’t help you. CC stated that is not the case during games. Cathy committed to ensuring staff is clear. CC has a dedicated Campus Safety Officer who has the authority to ticket parking violators (NOTE: I assume this authority extends whenever there are events at Robson, including but not limited to hockey games). Cathy stated that the parking officers have Sundays/Mondays off.
      • Cathy mentioned that Campus Safety and Emergency Management has moved under the Dean of College.
      • There was discussion about off-campus CC Students having parties in the area. CC has an officer who can shut down parties, if CC is contacted at their non-emergency number. This is available when the students are in class, and the College is “on-block” in one of the 8 blocks. The recommendation from CC is for neighbors to contact both the CSPD and CC whenever there is a noise issue off-campus.
      • There was discussion about when CC will hold their 150-year celebration. It will be the weekend of 1-2 November.
      • There was discussion about the largest, most frequent campus safety concerns: bike thefts and trespassing by the un-homed.
    • Actions:
      • Uptown take the CC map and identify parking restrictions throughout the neighborhood.
      • CC ensure staff is clear that CC has the authority to ticket parked cars in the neighborhood if there is a parking violation. This authority stands during events scheduled at Robson Arena, including hockey games (confirm with CC).
      • Have a separate meeting with Amber Brannigan to plan the combined get-together on 20 July including nailing down a time and address the other items listed in the notes above.
